Update on Pensions As a result of the solid support of the pension reform package expressed in the survey conducted by APUO, the Association has endorsed the proposal and is now putting its efforts into trying to obtain a speedy and fair conclusion. Reprinted below is an open letter sent 18 February 2000 by the APUO Executive to Richard J. Bertrand, Chairman of the Board of Governors, regarding the current status of the reform. -------------------- Monsieur

Comité exécutif de lAPUO est vivement préoccupé par les événements
récents concernant la réforme du régime de pension.
Notre inquiétude provient du fait que le Bureau a formé un
sous-comité qui doit étudier davantage la proposition du Comité du
régime de pension. Le
Comité du régime de pension a notre entière confiance.
Nous savons très bien quil a fait preuve dun dynamisme
indiscutable en élaborant la proposition actuelle en tenant compte
des conseils de lactuaire du régime.
Tous ses membres ont une expérience approfondie des complexités
du régime de pension et nous sommes davis que le Comité a agi
judicieusement et de manière responsable. De plus, la formation
dun nouveau sous-comité peut facilement être interprétée comme
une manque de confiance envers le Comité du régime de pension. Le
Bureau ne doit pas oublier que ses propres intérêts ont été bien
représentés puisque deux de ses membres font partie du Comité du régime
de pension. Nous ajoutons aussi que lélaboration de
cette proposition a déjà demandé énormément de temps. Les améliorations
proposées sont clairement avantageuses, mais personne ne peut nier
que ce processus a été extrêmement long, au détriment de
latmosphère de travail. Nous
sommes convaincus que tous les membres du régime, ladministration
de lUniversité, les employés actuels de lUniversité et les
membres retraités méritent un dénouement rapide de la situation. En
outre, les retraités attendent impatiemment, et avec raison, la résolution
rapide de cette affaire. En
bout de ligne, et ce qui est plus important, le Bureau ne doit pas
oublier que les membres du régime ont clairement exprimé leur volonté
lors de récents sondages. La
très grande majorité des participants au scrutin ont fait savoir
sans équivoque quils soutiennent fermement la proposition.
Il est difficile dimaginer un résultat plus décisif.
En repoussant lacceptation de la proposition, le Bureau ne
semble pas tenir compte de la volonté des membres du régime. Nous demandons par la présente que le Bureau
des gouverneurs agisse sans délai, afin que cette affaire soit réglée

English version follows. We,
the Executive Committee of the APUO, are writing to express our
concern over recent developments regarding the Pension Plan reform.
Specifically, we are concerned that the Board has formed a
subcommittee to consider further the proposal of the Pension Plan
Committee. We have the utmost confidence in the Pension
Plan Committee. We are well aware of the great diligence that the
committee has demonstrated in crafting the current proposal, with the
advice of the Plan actuary. We believe that this committee, all of
whose members are well versed in the intricacies of the Pension Plan,
has acted judiciously and responsibly. Furthermore, the creation
of this new subcommittee could easily be interpreted as a show of lack
of confidence in the Pension Plan Committee. We would also remind the
Board that its own interests were well represented, as two of the
members of the Pension Plan Committee are Board members. We
must point out as well that the creation of this proposal has already
taken a great deal of time. While the benefits of the proposed
improvements are obvious, it cannot be denied that this process has
been extremely protracted, to the detriment of the workplace
atmosphere. We believe that all of the plan's participants, the
University administration, the University's present employees and
retirees, deserve a prompt resolution of this situation. Indeed, our
retirees are justifiably anxious to see the matter resolved quickly. Finally and most importantly, we remind the
Board that the will of the members of the Plan has been clearly
expressed in recent polls. An overwhelming majority of voters has
stated unequivocally that they strongly support the proposal. It is
hard to imagine a more one-sided result. By delaying acceptance of the
proposal, the Board seems to be ignoring the members of the Plan. We therefore request that the Board of
Governors act without delay to bring the matter to a fair and just
conclusion. Négociations

Computer Replacement Project The
following is a report from N.J. Gardner (Department of Civil
Engineering), Faculty of Engineering representative on Senate. The
University has a PC Replacement Project to replace all PCs
purchased through University operating funds. The scope of this
project "includes most PCs used by support staff, PCs in teaching
labs and, in some cases, PCs used by professors. This would exclude
research equipment." Direct quotation from the Recommendations of
the Technical Committee dated 2000-01-03. The
proposals objective is that all Operating Budget PCs meet common
hardware and software requirements. Consequently the standard machine
would comprise a 17" monitor, PIII 500 MHz processor, 128 Mb RAM,
13 Gig hard/floppy/CD-ROM drives, sound, Ethernet card and Windows 98
or 2000. Standard software would include WinZip, anti-virus, backup,
and an office suite. At
the Senate meeting of 7 February I raised the question of providing
PCs for professors. Vice-Rector Patry replied that 85% of professors
have PCs purchased from research funds or their own money. He noted
that providing PCs for professors was complicated by their
requirements for Unix machines or Macs. However I believe that the
University should provide PCs to professors through its Operating
Budget, and most professors would adapt their requirements to use the
common hardware and software standards. As
more and more communication is being carried by e-mail, a computer is
as essential to university business as a telephone. Examination
schedules, communications, typing of examinations, assignments, and
research papers all require a computer. Professors should not be
required to subsidize the costs of these items from their research
grants or salaries - other employers, particularly the high technology
employers, provide their employees with the necessary tools which now
include computers, software and support. According to our information the faculties of
Administration, Arts, Social Sciences, Engineering, Science, and
Medicine do not supply computers; Common Law, Droit civil, and the
Faculty of Education do; Health Sciences supplied computers in 1995.
