APUO Executive Slate for 2000-2001

 

At the Annual General Meeting of the APUO this April, a new Executive was elected by the general membership.  Many thanks to those members who put their names forward for election, and congratulations to those who have been elected (or re-elected).  The membership of the executive for the upcoming year will be as follows:

The APUO Constitution limits the number of years the immediate past-president can serve; hence, Marilyn Rennick cannot continue to serve on the Executive beyond 30 June 2000. Atef Fahim (mechanical engineering), the next available past president prior to Marilyn Rennick, was appointed to serve in her stead.

 

 

Professional Expenses Reimbursement (PER)

Under the current Collective Agreement (section 40.9) every APUO member is entitled to reimbursement for allowable professional expenses up to a set limit for each calendar year.  This year the allowable limit will be $700.  Last year the reimbursement was paid out to members in the spring, and members were asked to submit a form to the employer before year end stating that they had incurred allowable expenditures up to the amount allotted.  Administering the reimbursement has resulted in a couple of small difficulties.  Some members mislaid their report forms or forgot to submit them, and when reminders were sent out later in the year, confusion arose as to who had or had not already submitted their reports.  Another issue is the timing of the PER payment.  Following the situation at Simon Fraser (see Bulletin 99.10, 4 October 1999), APUO and the employer have agreed that future payments will be made at the end of the calendar year, following the submission of the form.

 

Pension Reform Update

In recent weeks there has been a flurry of activity on the pension plan reform front.  Various meetings have taken place but there is little of substance that can be reported here.

Meanwhile a sub-committee of the Pension Plan Committee has met on one occasion with members of the University Administrative Committee.  The PPC sub-committee is composed of a member from CEPS, a member from APUO, and the PPC chair.  The members of the Admin. Committee in attendance were Carole Workman, Jean-Michel Beillard, and Pierre-Yves Boucher.

The Admin. Committee representatives have also met with each of the three main pension plan stakeholders separately (support staff, retirees, APUO). In the latter case, on 9 May the Admin. Committee of the University met with the Executive of APUO. Following this meeting, a second meeting scheduled between the PPC sub-committee and the above-mentioned members of the Admin. Committee was cancelled at the latter’s request so that the Admin. Committee representatives could prepare a response to concerns that had been raised by the stakeholders groups. On 15 May, the Pension Plan Committee received a presentation from the Plan actuary as a result of Admin. Committee discussions. The PPC and the Admin. Committee are thus considering potential amendments to the proposed reform.

APUO Budget

With a membership that has declined over the last half decade, the APUO must work with a budget that is smaller than it was in years past.  The Secretary-Treasurer of APUO reported at the Annual Meeting in April that the finances of APUO are currently in good shape, though there is continued need for vigilance to ensure that the financial position of the organization remains sound.  A number of members have expressed their surprise to learn that a large portion of the APUO annual budget is earmarked for fixed payments to external organizations of which APUO is a member.  The purpose of this news item is to remind members that, indeed, some 44% of the APUO budget consists of contributions to our national organization, the Canadian Association of University Teachers (CAUT);  to our provincial organization, the Ontario Confederation of University Faculty Associations (OCUFA); and to the CAUT strike fund.  These two umbrella organizations lobby on our behalf at the federal and provincial levels and provide valuable support to member associations.  At the federal level, in particular, the lobbying efforts of CAUT have contributed to the federal government’s increased funding in recent budgets of research at the postsecondary level.  The strike fund provides strike pay to member associations:  in recent years a number of member universities have gone out on strike, most recently the University of Moncton and the University College of Cape Breton.

The APUO has been reviewing our contributions to these three funds on an ongoing basis, as a way of keeping our expenditures at a level commensurate with our ability to finance them.  The strike fund, in particular, is in very strong financial shape, even after a number of recent faculty strikes by member associations.  The APUO is continuing to work with other members of the strike fund to find ways of lowering the cost of contributions, especially in view of the healthy financial state of the fund.

On the subject of strikes, the APUO has shown its solidarity with striking members at Moncton and Cape Breton.  Each of these two associations received a cash contribution of $1,000 from the APUO, and Executive members Marilyn Rennick and Peter Anderson travelled to the Maritimes during these strikes to show the APUO’s support and to walk the picket line with striking members.

 

APUO Launches Policy Grievance

The APUO has launched a policy grievance regarding the processing of promotion applications in one of the faculties of the University.  The grievance concerns (1) the employer’s demand that members provide multiple copies of materials and documents for external review, (2) the employer’s failure to provide sufficient copies of these materials for external evaluators, and (3) a failure to meet the 1 April deadline for communicating the Joint Committee decision regarding promotion to the members in question.  Further information regarding this grievance will be forthcoming as available.

 

Programme des Bourses aux Étudiants offert par l’APUO

L’APUO incite fortement les membres à soutenir le Programme des bourses aux étudiants
Dans le numéro du 10 avril 2000 du Bulletin de l’APUO, le Comité exécutif de l’APUO incitait fortement ses membres à reporter leur cotisation à la Campagne de financement annuelle de l’Université jusqu’à ce que la question de la réforme du régime de pension soit résolue avec satisfaction. Nous encourageons plutôt fermement les membres à considérer une généreuse cotisation au Programme des bourses aux étudiants de l’APUO. Ces dons volontaires peuvent être faits par retenues à la source, une formule à cette fin est fournie à la fin de ce numéro du Bulletin. N’oubliez pas que toutes les cotisations au Programme sont entièrement déductibles d’impôt.

Pourquoi cotiser au Programme des bourses aux étudiants de l’APUO? Cotiser au Programme prouvera aux étudiants de l’Université d’Ottawa que les membres de l’APUO se préoccupent directement des frais de l’enseignement et du bien-être des étudiants puisque c’est l’Association elle-même qui administre tout le Programme des bourses aux étudiants de l’APUO. Les frais de l’enseignement ont augmenté énormément depuis quelques années, mais le nombre de bourses de l’APUO (50 remises l’an dernier) et la somme (500 $) ne reflètent tout simplement plus la demande et les besoins. Une hausse des dons des membres permettra à l’APUO d’augmenter le nombre et la somme des bourses à venir. En versant plutôt nos cotisations au Programme des bourses aux étudiants, nous pouvons exercer des pressions auprès de l’employeur, afin de régler la question du régime de pension sans heurter la cause fondamentale de la Campagne de financement annuelle - les étudiants de l’Université.

Plan de cotisation actuelEn 1998-1999, le soutien que les membres ont accordé au Programme a permis à l’APUO de remettre environ 60 bourses de 500 $ chacune à des étudiants qui le méritaient, compte tenu des besoins financiers et des résultats scolaires.

Ce printemps, à cause des réserves à la baisse, 50 bourses seulement ont été remises. Au cours de l’Assemblée générale annuelle du 18 avril, les membres de l’APUO ont voté en faveur d’une modification de la méthode d’évaluation des cotisations. À compter du 1 juillet 2000, au lieu d’évaluer la cotisation selon le rang du professeur, elle sera calculée à 0,05 % de la rémunération de chacun. (La modification des cotisations a des répercussions uniquement sur ceux qui ont une retenue 014 activée sur leur bordereau de paie.) Voici quelques exemples des répercussions de la modification proposée.

Veuillez considérer l’augmentation de vos cotisations, remplir à cette fin la formule qui apparaît à la fin de ce numéro du bulletin et l’envoyer au bureau de l’APUO. Si vous ne versez pas de cotisation au programme actuellement, et si vous voulez le faire, vous pouvez commencer à cotiser en remplissant la section appropriée de la formule. N’oubliez pas que toutes les cotisations sont déductibles d’impôt.

APUO Urges Members to Support Student Awards Programme
In the APUO Bulletin of 10 April 2000, the APUO Executive urged its members to postpone contributing to the University’s annual fund drive until the issue of the Pension Plan reform has been resolved satisfactorily.  Members are strongly encouraged, instead, to consider making a generous contribution to the APUO’s own Student Awards Programme.  These donations can be made by payroll deduction;  a form for this purpose is provided at the end of this issue of the Bulletin.  Remember that all contributions to the programme are fully tax- deductible.

Why contribute to the APUO’s Student Awards Programme?  Making a contribution demonstrates to the students of the University of Ottawa that APUO members are concerned about the cost of education and the well-being of students, and it does so in a very direct way, since the APUO Student Awards Programme is administered entirely by the APUO itself.  The cost of education has skyrocketed in recent years, but the number of APUO awards (50 given last year) and the amount ($500) simply hasn’t kept pace with the need and the demand.  An increase in donations by the membership will enable the APUO to augment the number and amount of future awards.  By diverting our contributions to the Student Awards Programme, we can put pressure on the employer to settle the pension issue without harming the fundamental cause served by the Annual Fund Drive—the students of the University.

Existing Contribution Scheme:  In 1998-99, member support of the programme enabled the APUO to give approximately 60 awards of $500 each to worthy students, on the basis of financial need and scholarship.

This spring, because of reduced reserves, the number of awards given was 50. At the 18 April Annual General Meeting, APUO members voted for a change in the method of assessing contributions. Effective 1 July 2000, instead of being assessed on the basis of professorial rank, contributions will be calculated at 0.05% of individual salaries. (The change in contributions only affects those individuals who have an active 014 deduction on their pay slips.) The following are some examples of the effect of the proposed adjustments.

The increased contributions will generate approximately $33,000 in yearly revenue.

 

Please consider increasing your contributions by filling in the form which appears at the end of this issue of the Bulletin and sending it back to the APUO office. If you are currently not contributing to the program, and wish to do so, you may start your contributions by filling in the appropriate space on the form. It should be kept in mind that all contributions are tax deductible.

Prix d’Excellence en Enseignement et en Recherche

L’APUO, l’Université d’Ottawa, et l’Association des anciens parrainent les Prix annuels d’excellence en enseignement et en recherche pour les professeurs, même si ce fait n’est malheureusement pas reflété dans les communiqués publicitaires diffusés par le Service du marketing et des communications de l’Université. Chacun de ces prix comprend une bourse de 3 000 $ dont le tiers, ou 1 000 $, est versé par l’APUO. L’APUO est très fière de parrainer ces prix en reconnaissance des réalisations remarquables en enseignement et en recherche à l’Université d’Ottawa.  

Prix d’excellence en recherche:  Nos plus sincères félicitations à la professeure Heather Davis de l’École des sciences de la réadaptation de la Faculté des sciences de la santé qui a reçu le Prix d’excellence en recherche pour l’an 2000. La professeure Davis a été honorée lors d’une cérémonie publique le 12 avril cette année. La présentation du prix a été précédée d’une conférence publique de la professeure Davis sur le thème suivant : l’utilisation de l’ADN pour moduler le système immunitaire : répercussions éventuelles sur les vaccins, les thérapies pour le traitement du cancer et les allergies. Environ 80 membres de la collectivité universitaire et particuliers du grand public étaient présents. La conférence de la professeure Davis portait sur un sujet complexe admirablement calibré pour un auditoire non spécialisé. L’APUO félicite la professeure Davis pour ses réalisations remarquables.

Prix d’excellence en enseignement: Le lauréat du Prix d’excellence en enseignement pour l’année universitaire 1999-2000 vient juste d’être annoncé. Nous félicitons cette année le professeur Denis Caro de la Faculté d’administration. Une cérémonie publique en l’honneur du professeur Caro aura lieu, comme c’est la coutume, pendant le trimestre d’automne.

De nombreux membres de l’APUO soutiennent discrètement l’Association en siégeant à ses comités et en la représentant aux divers comités de l’Université.  L’APUO apprécie énormément la contribution de ces membres et les remercie tous beaucoup. Nous sommes simultanément toujours heureux de recevoir de nouveaux bénévoles.

La liste suivante révèle de toute évidence que l’APUO a de nombreux engagements à divers comités. Il s’agit d’un volet indispensable de la tâche de l’Association qui représente les intérêts de ses membres. La participation concrète aux comités est essentielle pour être à jour et considérer un large éventail de questions qui intéressent tous les employés, par exemple la santé, la sécurité, l’équité en matière d’emploi, ou même les services d’alimentation. OCUFA Awards Honour Outstanding University Teaching

"Excellence in university teaching and academic librarianship will be honoured at a special ceremony this June," said Dr. Deborah Flynn, President of the Ontario Confederation of University Faculty Associations (OCUFA) today, as she announced the winners of the annual OCUFA Teaching and Academic Librarianship Awards.  Among the nine recipients of this year’s teaching awards across Ontario is Professor Michael Munro of the Department of Mechanical Engineering at the University of Ottawa.  In singling out the teaching award winners, Dr. Flynn stated, "The recipients of the teaching awards go that ‘extra mile’ to ensure that their students receive the very best in course development, instruction, and research.”  The APUO wishes to congratulate Professor Munro for the recognition he has earned as an outstanding teacher.

 

University of Ottawa Fares Poorly in Provincial Capital Funding

In February of this year, the Government of Ontario announced a special “SuperBuild” capital fund to help Ontario colleges and universities expand their facilities in anticipation of significant enrollment increases, beginning with the double cohort of incoming high school graduates in 2003, caused by the phase-out of OAC.  In the round of capital spending announcements that followed, the University of Ottawa did not do at all well in comparison with other universities around the province.  The University received $2.57M for expansion of Health Sciences and $4.5 for the School of Information Technology and Engineering.  This comes to a total of $7M, which is very disappointing indeed when one compares figures for other universities.  Carleton, for example, will be receiving $40M;  Guelph, $45M;  McMaster, $22.5M;  Queen’s, $50M;  Ryerson, $35M;  Waterloo, $31M; Western, $40.5M.  The President of APUO, Mario Lamontagne, has met with the Rector of the University, Marcel Hamelin, to express the concern and disquiet of the APUO concerning this disappointing result.
